The problem

Most platform estates were not designed, they accumulated. A team picked a tool, another team picked a different one, an acquisition brought a third, and the work of joining them fell to whoever noticed first. Data Center instances that were meant to be temporary are now load bearing. Projects share a name and nothing else. Configuration that once encoded a real process now encodes an argument nobody remembers having.

A migration is the moment all of that becomes legible, which is why it gets treated as risk rather than opportunity. The instinct is to lift everything across and sort it out later, and later never arrives with a budget attached. The alternative is to decide what the system of work is supposed to be before moving it, so the destination is a platform someone owns rather than the same estate at a new address.
